Permission and Access
Which authority approves a scaffold on a pavement or road reserve depends on the town, not on the province. Inside the metro it is the City of Cape Town; outside it, the relevant local municipality. Work on private industrial or farm property usually sits outside municipal approval altogether and is governed by the facility’s own permit and induction requirements instead.
Construction Regulation 16 requires a competent person appointed in writing for the scaffold, and SANS 10085-1 governs erection and inspection, including a handover certificate, a scaffold tag and an inspection register kept on site.
