What Trustees and Managing Agents Are Actually Deciding

Not "do we need scaffolding". The real questions are how much of the building to do at once, how long residents lose parking and privacy, and what the whole thing costs against what is in the fund.

  • Scope. All elevations at once, or the worst one now and the rest later. Doing everything in one hire is cheaper per square metre; doing one elevation is cheaper this year.
  • Access method. Ground-based facade scaffold or suspended platforms hung from the roof. This decision affects parking more than it affects price.
  • Duration. The hire runs for as long as the trades take, not as long as the scaffold takes to build. Slow trades are how a scheme’s budget slips.
  • Resident impact. Ground-floor privacy, balcony access, parking bays lost, security while a scaffold stands against the building.
  • Timing. Whether the work fits before the rain, and whether the decision can clear the trustees before the season closes.

The question that decides most scheme quotes. Neither is simply better.

Ask both ways at quote stage. Trustees frequently only see one option and never find out the other was cheaper for their building.

What It Costs a Scheme

Scaffold is priced on the face area of the elevations covered, in square metres, not on the floor area of the block. Worked from published South African hire rates:

Those are equipment lines only. Erection, dismantling and transport are added on top and normally exceed them: labour runs at roughly 73% of total scaffold spend and transport at about 7%. A scheme budgeting off a per-square-metre rate alone will underestimate by a wide margin.

These are indicative Cape Town market ranges, not a quotation. The per-square-metre figures are published South African equipment hire rates and exclude erection, dismantling, transport and any design work. Industry cost breakdowns put labour, assembly and dismantling at roughly 73% of total scaffold spend, with transport and logistics adding about another 7%, so an equipment rate on its own tells you very little about the final number.

What Affects the Price?

  • How many elevations. Doing all of them in one hire spreads mobilisation and usually beats doing them one a year.
  • Hire duration. Driven by the trades, not the scaffolder. Get the extension rate in writing.
  • Access method. Suspended costs more per square metre but frees the ground.
  • Ground condition and parking. Founding across paving, gardens and bays.
  • Wind exposure. Coastal schemes lose working days, and the scaffold is still on hire on those days.
  • Height. Every additional lift adds standards, ledgers, braces, boards and guard rails, and above roughly 6 m the tie-in and bracing requirements step up.
  • Elevation area. Scaffold is priced on the face area covered in m², not on the floor area of the building.
  • Hire period. Most contractors quote a first period then a weekly or monthly extension rate. Over-runs are where budgets slip.
  • Configuration. Straight runs are cheap. Returns, cantilevers, bridging over an entrance and birdcage decks are not.
  • Access and transport. Narrow lanes, steep driveways and long carry distances add labour before a single frame goes up.
  • Erection and dismantling labour. The largest single line item on most scaffold invoices.
  • Ground conditions. Soft ground, sloping sites and paving that cannot take point loads mean sole plates, adjustable base jacks or a designed foundation.

Getting It Through the Scheme

  1. Define the scope in writing before asking anyone to price it, since three quotes on three different scopes tell you nothing.
  2. Get quotes for scaffold and for the trade work separately, so you can see which one is actually driving the cost.
  3. Ask every contractor to quote the same access method, then ask the alternative as a separate line.
  4. Agree the hire period and the extension rate before signing, because the trades will over-run.
  5. Confirm who is responsible for the scaffold while it stands: inspection, tagging, and stopping residents and their contractors from modifying it.
  6. Tell residents what is happening, when, and which bays go, before the truck arrives rather than after.

A scaffold against a block changes the building’s security profile while it stands. Ground-floor and first-floor units become reachable in a way they were not before. Raise it with the trustees and agree what happens at night and over weekends before the scaffold goes up, not after the first incident.

Recurring Access Is Cheaper Than Reactive Access

A scaffold on an occupied block is used by trades who did not build it and stands where residents walk past it daily. Expect a handover certificate, a scaffold tag at the access point and an inspection register kept on site, with inspection before work begins and after any event that could affect the structure. Nobody but the scaffolding contractor may modify it, which includes a resident’s own contractor moving a board to reach something.

Choosing a Scaffolding Contractor in Cape Town

Is a scaffold against the building a security risk?
